In April 2007, new legislation brought changes to the current structure of the safety camera programme. A wider remit for the programme sought to encourage more interaction among partners and discuss road safety issues in a broader context.
With a wider road safety remit, the Northumbria Safety Camera Partnership (NSCP) was reformed as the Northumbria Safer Roads Initiative (NSRI). In addition to the changes in remit, the funding arrangements changed from hypothecation to a grant based allocation made to the Local Transport Plan.
These changes allowed more local autonomy and flexibility to address the issues relevant to the area. All of the funding partners, the police, courts service and Highways Agency all continue to strongly support the use of camera enforcement as a casualty reduction tool.
The new funding arrangements also ensure that any claims about revenue-raising are baseless. Fines paid through the fixed penalty scheme go directly to the Treasury. The local authorities through consultation with the police decide where cameras should be placed but receive none of the revenue. As has always been the case, there is no element of profit for either the police or the local authorities.
